Ruth Hubbard and Gilles Paquet have taken a critical look at the Phoenix affair in the June 2018 issue of OPTIMUM (Hubbard and Paquet 2018) and underlined some toxic aspects of the affair that had not been sufficiently scrutinized as of the winter term of 2017-2018. In this present short dossier, OPTIMUM proposes an addendum to the June report to consider the two recent official evaluative reports by the AG in May 2018 and by the Senate Standing Committee on National Finance in July 2018.

Both these reports have been insightful but predictably very carefully worded.
